As far as the acquaintances of celebrities and invasion of privacy is concerned. Well, if they're going to gallivant with stars and be photographed, then they become a de facto public figure. I'm not saying this means they should be drawing up fact sheets and giving interviews (people who feel entitlement to anything about anyone else weird me in a big way), but some section of that star's fanbase is going to be interested. Some within that fanbase are also resourceful.
If someone doesn't want others to find out information about them, there are many ways to go about that. I think invasion of privacy is a very tricky thing. If an acquaintance is reluctant (i.e. JC's siblings) I think people should respect their wishes to stay out of the spotlight. But Jessie has put himself out there to be taken an interest in - he knows that by coming to events with Lance, he's become part of Lance's public life, and the fact that there are people who would want to know more should be an expected consequence. Which isn't to say that the moment one steps into the spotlight, one waives all rights (just like the celebrity hasn't by becoming a public figure) but one shouldn't be surprised when fans call them by name or ask him or her personal questions.

Personally, even having been in his presence and heard Lance call him by name, I wouldn't address Jessie by name unless we were formally introduced. But then, just because the information is out there, I wouldn't think to ask questions of the guys themselves like, "How's your niece?" or "How do you like your new house?" Just because he mentioned Leighton or I read a blurb in EW about his new Beverly Hills digs, these are both incredibly personal things and that's just, no. That's just basic etiquette, in my opinion.
The only reason why I'd want knowledge like Jessie's last name or the fact that he went to UCF or that he's a model is for canon purposes. I am a canon whore and damnit, I like the kid, and I like that Lance likes him, and I might well (as I am doing right now, matter of fact) be inclined to write him, and such facts lend the story a kind of authenticity. I have no intention of stalking him or using him to get to Lance - however, I am also aware that I can't say the same about anyone else who would have access to such information were it made public. Which sucks. "A lot."
